This operation is "about to collapse because of the provocations of the rebels controlled by the United States," said the Russian general Mikhail Mizintsev.

Refusal of United States

According to the Russian army, the rebels refused to ensure the safety of the evacuation convoys and grabbed some of the humanitarian aid distributed in the camp. "At present, the only obstacle to the evacuation of Rukban is the refusal of the United States to make the decision in principle to close the camp and put pressure on rebel groups to evacuate," denounced the General Alexei Bakine.

According to Moscow, the health situation in Al-Hol is "most critical" and the lack of school for children makes it a potential "hotbed of extremism".
